If you could buy up your Base Attack Bonus with feats how much should it be worth?

The feat gives you a +2 when taking 10 or 20 on intelligence or intelligence based checks. I could have sworn that most if not all Int or Int based checks could not normally use the take 10/20 options. Am I mistaken, or is this just something for Elves with Skill Mastery?
