is there a metamagic feat that allows personal spells to be cast as touch spells. if not, what would the increase in level for this feat?

no it's not. unless updated phb includes info on immediate actions. mine doesn't. this is what is says in phb:

i would say that a caster of the appropriate level could apply the quicken spell metamagic feat but that then adds 4 to the spell level which adds to the caster level significantly. if you look in the players handbook under the equipment it lists how much it costs to hire a caster. fx a brooch...
