I noticed this, too. I was assuming that when Bruce Cordell wrote that in R&C, he hadn't seen the illustrations of 4e tieflings (or their look hadn't been decided) yet. Since the cover of the PHB has the big tail, big horns version, that is probably what they're going with.

Boobed dragonborn bring us that much closer to humans and dragonborn mating, which brings us that much closer to half-dragonborn. And if a race can't produce offspring with humans, does it really belong in the PHB?
