    You've misread it. It says choose a Warlock Pact. You gain that pact's At-Will ability as an encounter power. You can pursue that Pact's paragon class and use Warlock implements. ie; Star Pact = Dire Radiance as an encounter power, qualifies your character for Doomsayer Paragon Path.

    Well, quite honestly an ongoing 10 damage even for the entire encounter isn't going to make or break anything when the ancient red dragon comes at you with his 1,300 hps. Just saying there are much better uses than Disintegrate. Prismatic Spray comes to mind. ;)
