It's called Military Park, located on the southwest corner of New York and West Streets. It's a part of the White River State Park (number 9 on the map at http://www.in.gov/whiteriver/about/map.html). It's about 3 blocks north of the west end of the Convention Center.

There is a nice shelter which is being renovated this spring, and the park is often used for festivals and summer concerts. I don't see anything on the schedule for that day, but it might be a bit early to be certain.
