yes, and no.

True, pausing might feel like TB, but you still have ALL actions play out at the same time, or with a small delay.
If you have 12 characters in a battle total, action time will be 1/12th of the TB, plus added time for giving orders, which is more or less the same in both modes.

also, depending how good you are with your "micro" skills, you need less pause to play.
BG3 has swarm AI which makes some groups of enemies all resolve their turns at the same time. While certainly not perfect in its current state, future refinements to such a concept are clearly the direction TB games will be going.

if groups of enemies attacks at once, then it is not turn based, then that group in it self attacks in real time.

That really doesn't make any sense. It's still very much turn-based because you yourself are taking turns. Swarm AI is just a means of folding multiple turns with the same initiative into one. And BG3 only uses that for the minion-types, anyway. The stronger enemies still take their own turns.
