Dismissing Spells (when it's not your turn)

Some wizard powers, like Winter's Wrath (PHB163), state, "You can end this effect as a minor action."

Does this mean you can only end the effect on your turn? Can you save your minor action and choose to end it on another PC's turn?

On PHB 267 it says, "You can normally only take them (minor actions) on your turn."

So does that mean they intended the effects of powers like Winter's Wrath to either be ended on your turn or last until it's your turn again? Has anybody found anything to the contrary?

Pretty much. Most powers with that sort of effect, last until the end of the wizard's next turn. So he could end the extra effect right, end it during his turn (if he wants to move into the zone himself, for instance), or let it last.

You can't save your minor action like that; Ready is a standard action by itself, even if you only ready a minor.
 

Most effects you can voluntarily end are Sustain effects, and thusly it is the process of not spending an action that ends the effect.

Other effects might create hazards and part of using them effectively is knowing how your friends can abuse them. As well, your opponents may have effects or traps that you can exploit and it's only fair for the players to have that chance.

If the goblin puts up a wall of fire, and your party wants to bullrush another goblin into it, it's only fair if the first goblin doesn't go 'OH NOES' and dismiss it off turn. Such play should be rewarded, not denied.

And if as a DM you don't feel it's fair for a Monster to do the same thing, it's easy, don't do it.

If as a player you don't think it's fair, well, my advice is to remember it's not your job to be fair, and you have vested interest in not being fair.
