It's not portent, it's your initiative, determined by the roll of a D20. You can add the relevant modifiers of course (DEX). You're casting your dispels on intiative count 6, modified to 10 thanks to 18 DEX.

I can make it so I can see out but can't be scryed, and there are multiple permanent sancta (say, five) with various options chosen, so I could have made it so I could see out.

But fine.

The Diviner is the only one with Foresight up, so the Diviner is the only one to act on Init 22. He Dim Doors 300 feet straight up, which triggers the Contingency on him (when he is teleported, cast Greater Invisibility).
