I don't see it as an either or situation

It's more of a list of priorities situation. Eberron was a higher publishing priority than Ravenloft, but a lower priority than the Forgotten Realms.

That they put a suggested builds list in for battlemasters (a bad one at that) into TCoE but not a similar one for warlocks suggests they don't have as good a handle on what would be useful as they should.

Probably people who want to play a Fighter want that sort if help.more than people interested in the Warlock.

No, if you want to wield a war scythe, it is still a war scythe.

Remember that the 5e weapons table is broad categories, not specific weapons. A War Scythe is a blade on a pole, thus would come under the Glaive entry just like katana, khopesh, spatha, arming sword, khanda, viking sword can all fall into the "longsword" category on the table.

What you hope is not a new entry in the weapon table, it’s a weapon that bring 2 maneuvers, a dedicated fighting style and eventually a special bleeding attack like 4ed power.
