Almost certainly not, although maybe a case could be made for Council of Wyrms being Setting agnostic...?Does anyone know if this book makes Tarkir or Council of Wyrms dmsguild legal?

I thought only settings with setting books got added?
I mean I guess. Council of Wyrms I would be into, anything MTG can disappear lol. It's not actually a rule that only settings with setting books are allowed, for example Ravenloft was allowed BEFORE its setting book was relased, back when it only had CoS out.
My thinking is FToD is likely the closest Tarkir and Council of Wyrms is getting to an official release.
That's not actually a rule, that's a pattern. They have unleashed most of the Settings that got books (exception being Critical Role, for obvious reasons),but they could unleash others when and if they so chose. It's not actually a rule that only settings with setting books are allowed, for example Ravenloft was allowed BEFORE its setting book was relased, back when it only had CoS out.

I mean . . . nothing in the stat block stops you from just using it and flavoring the dragon as purple, right? Just do that. Pull up any 3rd party purple dragon art instead and use that. Here's some examples. In this edition the Deep Dragons aren't purple, I hate it.
