A Winged legacy of Tieflings would probably have to give up resistance and a bunch of spells. I'm aware the Fairy has a fly speed and some spells, but their spellcasting limited compared to the Tiefling.

A winged tiefling gives up two spells and the Thaumaturgy cantrip. They don't give up resistance. While it would be simpler to just replace the whole thing, I suspect they'd find that an uneven trade, and build an option of "get a resistance and one of these aspects."

I doubt we will see true flight in a level 1 core option.

Races like aarakocra and fairy rely on DMs to mitigate and challenge.

The spell Fly deserves its higher tier slot, compared to other kinds of options at that tier.

That said, the semi-flying "hops" seem appropriate at the lowest tier. Yet even this is more useful than Feather Fall.



Ideally, there needs to be slot-2 spell called Wings that is true flight, but is significantly less effective than the slot-3 spell Fly.

Wings would definitely lack hover, perhaps require an action to move (!) (but then perhaps allow a double move), have slower speed such as walk speed, perhaps become less functional if bloodied, and so on with significant limitations.

If the choice becomes tough between Wings and other fine slot-2 spells, such as Misty Step, Suggestion, Phantasmal Force, Flaming Sphere, Invisibility − because all of these spells seem about equally appealing − then Wings will be worth a slot level 2.

Once true flight can exist mechanically as a slot 2 spell, then it can be accessible to a core race, similar to how Misty Step is accessible. But notice, in ODD, even the eladrin Misty Step doesnt come online until the next higher tier, at level 5.



No matter what. Simple flight seems unlikely to happen at level 1.
 

Yeah, you've touched on my main issue with Teifling too: the complete exorcism of their true nature as soul sucking hellspawn in favour of persecuted minority.

In the beginning they were a persecuted minority. Also there is nothing suggesting they are seen as heroes, just that they are accepted. Which they already were in this edition and 4e.

You are right, not hero's.

Just legends who made sacrifices to earn victory against fiendish incursions, but certainly not hero's. ;)
