You'd need hundreds of draconians to make that an even trade.
Pretty much the response from @Alzrius explains it, it takes a long time for that hatchling to turn into a major threat for an enemy army whereas you can hatch out dozens of draconians from a single dragon egg and, assuming they are quick to mature, have a fighting force a lot faster than waiting for a dragon to grow. Of course it backfired due to good and evil needing to balance out.

They don't need to mature - they came out fully grown from the dragon eggs. The only time you get "baby" draconians is through natural reproduction through the very rare female draconians.
 


More of Takisis and her buddies being incompetent isn't as fun as more of the 'Good' gods being monstrously evil, sadly.

A hatchling dragon is not a living siege engine. It is a <CR4 creature that will take centuries to become formidable. On the other hand, dozens of draconians (of the same CR) seems like a pretty good deal.

Pretty much every draconian aside from the ones that turn to stone and trap weapons are more likely to cause more casualties on your side than the opponents. They're optimized to hose PCs, not fight in a war where things like arrow volleys exist.

Imagine the glorious chain reaction a single sniper can set off picking their targets in a column featuring draconians.

Even a hatchling dragon is worth more than a regiment of draconians unless now they're dragonborn and have actual combat abilities instead of the super power of dying fancy.

And I say this as someone who finds draconians to be one of the cooler ideas of the setting... just not for what they're supposed to be in-universe. These guys are lone assassins, not military units.
