D&D 5E Are Kender considered Halflings for Racial Feats?

As an aside; did I MISS the kender preview? I've seen them on the backgrounds, the lunar sorcerer, Lord Soth, Death Dragons, flying citadels, and even session zero, but aside from some ad blurb, I've not seen hide-nor-hair of those topknotted jackdaws.

I don't think they've done anything specifically focused on Kender since the UAs except to simply mention that they exist and will be in the book.

Or that.

Have they counted as halflings in the past?
Yes in 1E they were Halflings with some additional abilities (basic thieving skills regardless of class, immune to all fear and taunt ability). It went on to say - Kender wear shoes and do not go barefoot like Halflings from other worlds, but they were definitely halflings in 1E.

So it seems likely then that kender will get something like what the races that are no longer subraces get - e.g. "Creature Type. You are a humanoid. You are also considered a halfling for any prerequisite or effect that requires you to be a halfling."

DM's call. Racial feats are pretty obsolescent at this stage of 5e, with custom lineages and the like. I doubt there will be an official ruling. Personally, I would allow any so long as it made some kind of logical sense for the character.

Do kender get the "lucky" trait? Bountiful Luck I would allow for any character with the lucky trait, but it doesn't make sense for any character who does not. Squat Nimbleness is available to any small character (note fairies also qualify RAW, and haregon if they are small). Second Chance I would allow.
