D&D 5E (2014) Are Kender considered Halflings for Racial Feats?

3). You are wrong. "Small Race" is all that is required to qualify for Squat Nimbleness, and Custom Lineage can be small.
Yeah but the racial feat I am worried about is second chance and I don't see what custom lineage has to do with that.

Also I want to play a Kender when SODQ comes out so Custom Lineage, assuming it is allowed in SODQ, is not really the same thing as in addition to not being eligible for the feat, you won't get any of the Kender abilities with that lineage either.

You can make a character that you call a Custom Lineage Halfling that looks, acts, smells like a Lightfoot Halfling but they don't get Lucky, Brave, Halfling Nimbleness or Naturally Stealthy. Instead they get a feat and either darkvision or a skill.

Obsolescent means "becoming obsolete". So what I said is correct. Custom Lineage does not make them obsolete and it also doesn't contribute to racial feats "becoming obsolete". It doesn't make them any less relivant.
@Paul Farquhar is correct here. Becoming obsolete is not the same as already obsolete, which is what you are saying here. He's making a prediction based on the direction he sees the game moving. Those feats according to that prediction or not obsolete yet, but are heading that way. I'm not sure he's right, but I'm also not sure that he's wrong.
Your views on RAW are not relivant to whether Racial Feats are becoming obsolete except for you and your games.
It depends on the direction of the game(RAW for 5.5).

Nothing per say. As the rules stand, RAW, kender do not qualify for Second Chance. But most DM's would allow it anyway. One reason being, the racial feats were not designed with future-proofing against additional races being added to the game.

Currently, though, small creatures outside of custom lineage still move at a slower rate, so Squat Nimbleness is still relevant and useful to catch them up. It's not going to be until 5.5 that speeds are raised across the board.

Fairies don't, their move is 30, and their fly speed is equal to their walk speed. Goblins, Kobolds, deep gnomes too, as of MoM, have move 30.

And haregon, aasimir, changling and genasi can choose to be small as of MoM.

And so, can, by RAW, use Squat Nimbleness to be superspeedy, unless the DM disallows it.

Of course, the sensible thing to do would be to rewrite the feat text to set the small character's speed to 30 if it is otherwise less than that. That would be future-proofing.

I forgot all the MoM stuff. At the same time, MoM was created I think with the 5.5 changes in mind. I think the game is moving in that direction for sure and that in 5.5 all the small races will have a 30 move.
