In it A Thief plans to get away with a 1-man crime wave by making it so obvious that she's the 1 responsible that every watchmen in The City will assume she's being framed and will never look into the possibility that she's the 1 responsible

No. Cops like a nice simple case. Makes them look competent and justifies their salary. Actual investigation are a pain in the butt and take too much time. They’ll book the obvious candidate as quickly as possible if they think they can get charges to stick.

The jail is full of innocent people. And, if the crime stops after the hang the thief, then they can say they were right. If the crime continues, they can claim a copycat.

IMO. She needs a seemingly 'air tight' alibi for at least one of the crimes attempting to frame her to erase suspicion. But other than sounds like a great story.
