Possibly, but it doesn't end at D&D. How much do the PbtA people want to learn systems not based on it? How about BRP people?

And I don't think that's entirely legit anyway; someone may be willing to learn a few systems but not an unlimited number of them.
And if we are being honest, half of the "D&D only" folks don't actually know the rules to it, either. There are many reasons why GMs are rarer than players, and willingness to learn "all" the rules is one of them.

But presumably the ones they pick out to learn that they're interested in.

If I want to try five games and there are ten games available, I have to learn five games.

If I want to try five games and there are a hundred games available, I have to learn five games. But I have more choice over which five games they are.

I don't feel qualified to say, regarding that, as I've never had much tolerance for people who won't learn at least their character-relevant rules in any game. My players may expect me to do more work than they do in some ways, but on the whole, learning the rules better is not one of them.

I feel like there is too much overlap in the venn diagram between "doesn't want to learn the rules for their character" and "wants to play a full caster."

I think that's an illusion, but it's based on the fact that it's far more annoying to DM a player that can't be bothered to learn how spells work, but wants to cast them, than it is a player who doesn't remember to use action surge when it would really be good for them to kill that monster this round.

The Ewoks? Why would they impact one’s analysis of Empire? Besides, I love the Ewoks and distrust people who hate them.

I don't play D&D, but players failing to fully utilize their PCs capabilities is not a GM problem, its a player problem. A player not knowing the rules after a reasonable number of sessions is going to be replaced.
