Or just some good sturdy axes. Sufficient mutilation removes the option of either speak with dead or raise dead.

You just make sure the victim does not see the their murderer. Or the killer uses change self.

Raise dead reconnects parts as long as they're there. So you need to destroy the head or otherwise get rid of it for example. Nothing says body parts have to be attached, just that the organs "integral for it's survival" are available.
