In a political game, and its really not going the way the dm expected when speak with dead, raise dead/circle of truth and all other sorts of things can happen. Suddenly murder is a VERY undependable way to silence people.
Or just some good sturdy axes. Sufficient mutilation removes the option of either speak with dead or raise dead.Clearly the murderers need to make more use of trap the soul then.
Raise dead reconnects parts as long as they're there. So you need to destroy the head or otherwise get rid of it for example. Nothing says body parts have to be attached, just that the organs "integral for it's survival" are available.Or just some good sturdy axes.
