D&D (2024) Ranger: is Horde Breaker a bit too good for level 3?

Really? You get an extra turn when it's your Reaction. It's not once per round.

I think you may be a little confused about Reactions.

You may have some number of things you can spend your Reaction on - opportunity attacks, certain spells or abilities that specifically state they take a reaction.

When the criteria for a reaction is met, you can do that one thing. You don't get a whole new turn, you just get to do that one thing. And taking that Reaction doesn't make it your turn again.

So, if there are two critters standing next to each other, on your turn you can use your normal attack on one of them, and the attack from Hordebreaker on another. If on their turn, one of the pair then tries to move away, you can use your reaction to take an attack of opportunity. But, since it is on their turn, Hordebreaker doesn't trigger again.

I beg to differ. When you take a reaction it becomes your turn to act. Or re-act.
That's a misinterpretation. Take a look at the first pages on Combat starting on page 23. It's pretty clear when your turn is and what you can do on it, how the turn order is set by initiative, and so on.
If it's not on your turn as set by the initiative, it's not your turn. Taking a reaction on another creature's turn doesn't make it your turn.

Per the rules...

"A Reaction is an instant response to a trigger of some kind, which can occur on your turn or on someone else’s.
...
If the reaction interrupts another creature’s turn, that creature can continue its turn right after the Reaction"

it's only once on your turn no luck there either.
But if you use your action to cast a spell, and an enemy uses their reaction to run on your turn

You could hit with a reaction on your turn, and then horde breaker.

That's a lot of If's. But technically possible.
