Angels, demons, devils, dragons, and yugoloths aren't grouped together for whatever reason.
The reason they're not grouped together is they "couldn't" rename them to all contain their "group" word/phrase. No idea why not, given some of their other changes.

So, not "solar angel" it's still a solar.

Meanwhile, the "rug of smothering" became a "animated rug of smothering", and the "shrieker" became a "shrieker fungus".

Right, those are overly broad categories. You will see smaller, more focused groupings like Blights, Goblins, Fungi, Pirates, or Vampires will be grouped together to help make groups or provide a CR Tier appropriate version. The broad families are listed in one of the Appendices for prep work.
And, yet, modrons are. For some reason.
Because the Modrons fall under the rubric of "these come in groups with CR variants" like Blights or Goblins.

Wouldn't work for fiends since "Devil ice Devil" is redundant
They  could have listed then out like "Devil, Barbed" and "Devil, Iced". All a matter of choosing their poison.

No reference work that isn't a hyperlinked database is going to be fully logical in construction, but given the internal logic of the new book it makes as much sense as putting Vrock in "D" did in the 2014 book's scheme.

Problem solved: Just rename them "Ice Ice Devil."

One interesting point to consider, in light of Crawford's recnt revelation about their plans for more specific NPCs and such in Setting books moving forwards: the groupings like "Devil," "Demon", or "Yugoloth" are not valid in all published D&D Settings. Specifically, in Eberron, all three are simply grouped together generically as "Demons". This MM organization makes it easier to have Settings with variant groupings like that in the future.
