It's buggier on consoles than PCs, but yea, definitely has its share of "yea, we released it, but this is really an open beta" bugs. The UI definitely needed a few more months to get cleaned up.
But the bones of the game; the decoupling of leader and culture, the age transitions into new cultures, the split between cities and towns, the smoothing out of the Civ 6 district model without junking it, they all work great. Right now, it's a 7 out of 10, but the solid engine of the game means it'll be a 9 out of 10 with a year or so of DLC and patches.
