It’s a nice idea but ultimately one that i think would cause alot of hassle, if i could change one thing myself to give gnomes more their own identity it would be to lean more into their nature spirit roots, make them more akin to a cross between firbolgs and genasi.

I still want their identity to be "Obsession". Just an absolute fixation on some topic, which can range from protection of a section of forest, to tinkering, to organizing and memorizing everything in a library, or just becoming the master of a specific scholarly subject. More than enough reason for a gnome to earn appearances in any campaign.

Tiny is up to around 2ft tall, (though I'd tend to smaller), at 2ft, 20lbs theyre essentially the size of a small dog, moderate str and con. With Str

Gnome
Size Tiny
Fleetfoot - You are fast for your size and have a Spd 30 ft. In addition you can dash through the spaces of creatures of medium size or larger without suffering opportunity attacks.
Evasive You also get advantage on dexterity checks to dodge an attack or escape from being grappled
Lightweight: Because of their lightweight gnomes can fall up to 60 ft without taking damage, beyond this they only suffer half the damage of a fall.

Gnomes can use daggers, shortswords, slings, handbows, spears and grenades

I also give my gnomes Swarm Instincts - Gnomes are eusocial creatures, used to swarming together to achieve tasks that a beyond the capacity of an individual. When working on a task with their allies, a gnome instinctively understands where it needs to be to be most useful to the group. Each gnome adds +2 to the ability checks used to achieve a task. In addition a gnome can use its reaction to reroll the failed check of another gnome as it moves in to help.

So a party of, say, 8 gnomes would get 8 re-rolls on every ability check?
 

Gnomes if tiny:
-8 STR
all weapons need to made to tiny size(3.5e style), reduce damage die size by 2 steps.
reach 0ft(need to be in space to attack with melee weapon), reach 5ft with reach weapons.
but can move freely in and from spaces of Small creatures or larger without provoking AoO

Only if small gave -4 str and weapon damage reduced by 1 size.

And then str would only be used to determine which weapon can be wielded. Bonus to attacks is strictly governed by class and level.
