That's a change from Alpha for the EK. So what do they get at 14th level now? I do assume at 18th level the EK can attack and use any spell they know is still a thing? Advanced Battle Magic or whatever?
I would liken it to a daily power basically when other full casters (wizards, sorcerers, bards) would be getting those 6-9th level spells. They work outside their other slots so they top out a 4 dailies and their other spells refresh after short rests.
That's how I read it. Though Mearls has said using the 15 version wouldn't be a gamebreaker. I see the feat as a way of locking in a minimum floor of hit point recovery.
We get your disdain for 5e but why are going Evocker as a F/M that's just silly. And what 10th wizard would ever just let you dictate the terms? This is why white rooming and theorycraft is more then next to useless. I could come up with other logical reasons and scenerios to bust your weak...
Action surge is great for a 4e game and some 3 games but 2e? Not so much compared to 2x attacks without dual wielding. Remember alot of people are going to alter both healing and the long/#short rest mechanic to simulate 1/2/3e or a mix of 2/3e or flat alter the baseline assumptions of the game...
That was how it was done in 2e. The GM had a checklist of what's in and what's out. You wouldn't need to copy all the PHB or DMG since all of it is optional.
