Yeah a very fine line indeed. I'm not sure they needed the arrest at the end, that might have taken it just one step too far. The problem with ICE officers "just doing their jobs" is that a great deal going on with ICE these days is abnormal - it's abnormally violent, abnormally disruptive, abnormally intrusive into areas where their touch had been substantially lighter. Not portraying that would just be propagandizing on their behalf.Before the arrest, the impact ICE is having is very clear. People are scared, people are running, the ER is disrupted. ICE is clearly in a bad light, but you could still see it as "they are just doing their jobs"....again letting the viewers decide for themselves how to see it.
But once you arrest the nurse you firmly move them into "these are bad guys" territory. For their goal of "portray it without sensationalizing" I think it was one step too far that wasn't really needed, they already showcased the tension and fear that ICE brings exceptionally well, it didn't need to go the extra mile.
