    I think it's a good idea to include "zero" level NPCs that have abilities beyond a d6 hit points. While I don't get as specific as you have, I think it's a great idea to build in additional detail this way!

    You can probably get by with only the CCPHB and M&T - the CKG is going to be all optional rules. Caveat: I'd like to see multiclassing rules BEFORE the CKG comes out at GenCon. I hope that happens - I consider multiclassing rules to be pretty important, even if the players choose not to use them.

    Good point. But then, in order to get a decent number of decently high level NPCs (the town wizard of 5th level), you'd have to use a distribution that slopes up even more radically than the "two levels higher" that you proposed. Maybe half the number three levels up. Hmm.
