Which would, stupidly, rule out the whole "If you strike me down, I will become more powerful than you can ever imagine" scene where Obi-Wan puts up his weapon and lets Darth Vader chop him down.He can fail the save, but they still have to hit with the attack roll to start with. I don't know that the rules allow for allowing yourself to be hit with an attack.

This is where rulings-not-rules comes in: if you want to be hit and you're not at the same time trying to dodge anything else, the hit should be automatic.

I watched a Treantmonk video where he explained it was as is. However he described that there were now a few more ways warriors might be able to use a reaction to get defensive bonuses. So while Shield was not nerfed, it has a few more non-spell competitors for getting a brief AC bonus which might change build optimization considerations.Have they nerfed shield?
I don't think I've ever had a problem with Shield working as written on low AC characters. Like the Wizard in Mage Armor with AC 14-15 casting Shield is fine. I think the only time we really have had a problem with Shield was when we had a high-level Bladesinger. He had Dex 16 and Mage Armor, so had base AC 16. Bladesinging gave him AC 21, and Shield gave him AC 26 with no magic items. That's when it got to be a problem.
It's limited only in a very abstract sense, and at mid to higher levels it is functionally at-will.I never really understood the problem with Shield. It costs a Spell Slot and those aren't infinite.
