Nondetect and Mind Blank foils see invisible and Alarm. OK, The Bastion doesn't care.
By RAW, See Invisibility and Alarm don't target the Lazy One, but the WIzard who cast them, and don't involve magical scrying sensors. I agree it's silly but it's RAW. And since you invoke RAW to justify Simulacra being able to regain SP or recreate spell slots, despite being officially contrary to the rules as intended, I don't see any reason to discount RAW on this particular case.

Mind Blank and Nondetection hidden the Bastion against Divination Magic, It doesn't need target. So, See invisible doesn't work.

Unfortunately, no. It's written in those words:

Mind Blank

Until the spell ends, one willing creature you touch is immune to psychic damage, any effect that would sense its emotions or read its thoughts, divination spells, and the charmed condition.

You are immune to divination spells. But nobody is casting a divination spell at you. Alarm is cast at an area.

Nondetection

The target can’t be targeted by any divination magic or perceived through magical scrying sensors.

Alarm isn't targetted at a creature but at an area. It doesn't perceive anything through magical scrying sensors. It just rings.

I agree that the intent would certainly be to foil Alarm. But the rules aren't written this way.

Did you steal the "you hide a target that you touch from Divination magic.l" part?

Nondetection foils See Invisible. Nondetection hides you against Divination Magic. See invisible is a divination magic.

The Sorcerer doesn't care about alarm. Who cares about wizard's alarm?
Are Wizards imprisoned on his home?

No, nondetection, as quoted above, "The target can’t be targeted by any divination magic or perceived through magical scrying sensors." It doesn't mean that it hides you from Divination Magic cast on other people, as See Invisibility as a target of Self, and only affect the Wizard who cast it. It was clarified by Jeremy Crawford that the RAI was that nondetection would do exactly what you said and not the litteral meaning of the RAW.

But, Jeremy Crawford's explanations also include the one where the Simulacrum can't regain any expendable resources, so you ruled them out. Should we amend the rules to include Crawford's explanations now?
 

That was actually your best laid plan, to try to encite wizards, who can actually kill other wizards contrary to the long list of "demigods", to kill themselves in a civil war.

With a DC 15, it wouldn't work because many, many, many people could defuse the hate against Wizards you're trying to create. Even CHA 8 wizards are susceptible to make the check 25% of the time without trying (and they'd probably cast Enhance Ability (Eagle's Splendor) before making their public speech to get a success the majority of the time.

Lazy One to crowd: "the Wizard is cooking babies!" (Lazy One then disappear in the shadow, walking to another city)
Crowd: "booo! let's try our town wizard for cooking babies!"
Wizards: (casting Eagle's Splendor): "That's a baseless accusation! I am eating babies RAW!"
Crowd: "ah, ok, sorry, then".
Another interesting thought is, wizards will play the long game, especially an elf who has nothing better to do for the next 600 years. For instance when discussing a 20th level Illusionist with the Charlatan background, reality is pretty much what he says it is. Illusions combined with a high Charisma, Actor feat, Deception and Persuasion, he can literally be anyone he wants to be, even The Lazy One. When this war starts, he immediately goes to ground and starts taking on new identities and recruiting other wizards into his underground resistance. How hard would it be to discredit the Lazy One. Yes, he would have these big rallies and he would have them foaming at the mouth, but later after it is all over with, he is seen in a seedy bar making jokes about fooling all the idiot people. Of course if he were evil, he would think nothing of executing a few people in public while disgused as The Lazy One, accusing said innocents of being secret wizards. Deception and Persuasion works both ways.

Nondetection hides him against Divination Magic. It's clear as Water, by RAW and RAI.
