Seriously though, just cast wish. Rub the lamp and tell the genie within, "I wish to immediately, permanently, and peacefully rule the world."

If it works, it means the DM will allow world domination by the characters, and is willing to develop plot arcs and adventures around that idea.

If it doesn't work, nothing will. No combination of character classes, spells, and feats are going to twist the DM's arm and convince them to develop plot arcs and adventures around your "global domination" idea.

No one plays a infinite loop.
A sorcerer can be a coffeelock regaining SP each short rest and converting into new spells slots.
Any clear RAW abuse always is banned.

If your DM blanket bans the very attempt to take over the planet, you need to find a new DM.

If the player hasn't planned well enough to make their attempt to take over the planet succeed... that's on the player.

Not necessarily. We run a "heroic campaign," where the players and the DM have all agreed at Session Zero that the players are to be heroes in a dark world, etc. As the DM, I would blanket ban every attempt of a player to take over the planet since that is not a "heroic" course of action.

But your advice is good. You really should find a different DM if you want to play a vastly different style of game than they want to run.

I'd probably have the person who tried this trapped in the equivalent of a world snow globe with a permanent illusion that they are ruling the world. :devilish:

On a more serious note. Wizard's versatility is hard to beat. He does not have to rely on wish to get things done. 9th level spell slot should be reserved to show your almighty power. Not to emulate someone else's.

The Aberrant Mind Sorceror has more spells known than The Wizard's prepared spells and still metamagic.
Are you sure about that?
 

Since I've got the whole world to marshall against the would-be Sorcerer-Emperor ... contact some Aboleths and/or Mind Flayer Elder Brains to find out how to become Resistant to Psionics. The Sorcerer-Emporer only has his lifetime to think about that (but he's busy) whereas Aboleth memories are immortal and Mind Flayers can bring many hands to the project.
Somebody rubbing everybody else's noses in the capability of his Psionic powers, is going to draw unhappy attention from naturally-psionic beings with their own dreams of dominion.
 

I gotta say, when I read the opening post my immediate thought was a level 20 wizard taking on the modern Earth in 2021. And I was thinking that poor wizard wasn't going to last long unless he kept his head down.
