I'm jolly glad they didn't include that one! It always seemed to be a really horribly designed feat (witness its use in Sultans of Smack...)

I wonder if natural spell will be useful to wizards under polymorph self, or if they have only thought of it for druids?

The reason skill mastery is not listed is because it is not a feat (unless there is some 3.5 change I don't know about), and thus it does not belong in a list of feats. Weapon specialization on the other hand is a feat, and thus it does belong in the feat list. It doesn't mean that weapon specialization suddenly lost it's fighter requirements.

Except that it doesn't use up a feat slot, nor can you choose another feat instead of it.

Right. What you cannot do is choose it (or any other Rogue special ability) as a character-level feat.

So, it's not really for all intents and purposes a feat that only Rogues can take - if it were, then like Weapon Spec or Spell Mastery, you'd be able to take it even if you were levelling in another class.
