4E - creating an "angry peasant mob"

How to make a mob with 4e?

Go over to Paizo's messageboard and say you like 4e.

The needlefang drake swarm fits a lot of those requirements. The mob swarms over a character or two, pulls them to the ground and begins to pull the characters apart. It would be easy enough to re-skin the stats without changing much of anything. Maybe 2-3 of those plus the town guards.
