Now I'm almost wishing I didn't charge right up to that hobo so he'd come and get blasted (especially since I probably missed him anyway). Ah well ... if I act before him I guess I can attack then shift away and he might bite ...

moving in the same strategic direction is key in 4e (IMHO). Even if it wasn't a "the optimal strategy" its better to have a clear strategy; especially in PbP where we're not actually planning our actions (IMHO again)

95% sure that I go before the hob AND that dire only applies 'til end of next turn. So no worries. It wasn't the right power choice.
 

Actually, looking dire radiance up the extra damage happens if the target "moves on their next turn". So he should still be able to get blasted if he moves on his first turn. If I go before the hobby I'll try to draw him in.

Don't forget that bonus crit damage from your implement though ;)

A little rules quibble: I don't think charging grants combat advantage in 4e. Again, I can't imagine the confusion of switching between 3.5 and 4e all the time ... I admire your pain gluttony ;)
