So the Mystara dragon flies have the same ascending size/power as corresponding chromatic dragons

They increase in power like Chromatics but not size, as all the colours are listed as being 3 to 4 feet long.

Yup!

Normal-sized odonatids appear to ignore it too, since the largest damselflies and dragonflies live in the tropics.

Description

There are great lakes, vast swamps, and broad rivers in the tropics that are ideal habitats for dainty giant damselfly naiads. During the breeding season, these places buzz with hordes of cubit-long damselflies (see Dainty Giant Damselfly for the individual entry). Most are males vying for the attention of females who've come to mate or lay their eggs. The females usually fly elsewhere when they don't want to breed, to avoid being constantly hassled by eager suitors. The giant damselflies can become so numerous and densely packed they become a swarm with the statistics presented above. The best breeding sites can have many such flying swarms.
 Swarms of giant damselflies only attack Small or larger creatures if some outside agency, such as a hostile druid, compels them to fight. The damselflies have other things on their minds than fighting, and if the swarm senses a threat its instinctive response is to flee or scatter.

VARIANT: SWARM OF GIANT DRAGONFLIES
While they're a lot rarer than giant damselfly swarms, giant dragonflies might congregate into swarms if the conditions are just right for dainty giant dragonfly reproduction (see Dainty Giant Damselfly for individual dainty giant dragonflies). A swarm of giant dragonflies has the same statistics as a swarm of giant damselflies, except it is faster (fly 40 ft., Dashing Flight 40 ft., Dodging Flight 20 ft.).

VARIANT: SWARMS OF GIANT TENEBROUS OR UNDERDARK DAMSELFLIES
Swarms of monstrous helicopter damselflies that can see in the dark are almost unheard of on or near the surface, but aren't unusual in the most fertile sunless seas and mushroom forests of the Underdark (see Mammoth Helicopter Damselfly for details, under Tenebrous Helicopter Damselflies and Underdark Helicopter Damselflies). A swarm of these variants has the same statistics as a swarm of giant damselflies, except for having better senses—the tenebrous variety has blindsight 10 ft., darkvision 30 ft.; the underdark variety, popularly called a swarm of lesser ghostwings, has blindsight 20 ft., darkvision 40 ft.

They possess weak breath weapons that do damage corresponding to their dragon variety: cold for a white dragonfly, fire and poison for a gold dragonfly, et cetera.
Magical Mutant Insects. A bizarre combination of a finger long insect and enormous mystical reptile, the origins of these monsters is lost to time. Mystaran dragonflies seem to be very rare and may need extremely specific conditions or special magical environments to reproduce. While they do not hunt cooperatively, mystaran dragonflies are gregarious and often gather into small flights that number about 10 (3d6) insects. Mystaran dragonflies are surprisingly tolerant of other varieties and flocks of two colors are rather common, with some special cases having three or more. For example, a magically-irradiated underdark cave could contain all five chromatic dragonflies, while a mystical jungle pool might buzz with every dragonfly variety.

Blue mystaran dragonflies are creatures of open plains, flying over grasslands, deserts and savannahs in a near-constant search for prey. They lay their eggs in desert oases, prairie ponds or sluggish meandering rivers. Blue dragonflies are notorious for starting bushfires with their lightning breath, either accidentally or to drive out prey.
Gold mystaran dragonflies are the rarest of all varieties, but paradoxically have the widest range. Their favorite habitat is tropical forests and hills, but gold dragonflies can live in the habitat of any other mystaran dragonfly, from icy tundra to searing desert.
Green mystaran dragonflies like any rainforest that isn't cold, so are usually encountered in temperate woods and tropical jungles. They typically breed in rivers or streams, but sometimes compete with black dragonflies for jungle swamps. Green dragonflies are highly tolerant of salt and can even drink seawater.
Red mystaran dragonflies are the largest of mystaran dragonflies, sometimes approaching 5 feet in length. They claim hilly areas and highland moors as their territories, plus tablelands such as mesas. Red dragonflies have ravenous appetites and often migrate to new territories to hunt for prey. This vicious dragonfly variety is the most likely to attack other mystaran dragonflies, reds sometimes even devour other red dragonflies.
White mystaran dragonflies inhabit subarctic areas of tundra (fields of grass, shrub and moss too cold for normal trees) and taiga (forests of pines and other conifers). Many adults only live for the Arctic's brief warm spell, laying eggs in marshy tundra pools in late summer and dying once winter returns. However, adult white dragonflies have been encountered in temperate and tropical areas. At first that suggests the whites migrate to warmer climes during the Arctic winter, but white dragonflies have also been observed nesting on sudds floating down jungle rivers, which suggests a population that lives in the tropics year round. White dragonfly nymphs can survive being frozen solid, thawing into life once spring returns.

Mystaran dragonflies are swift and agile flyers with chitinous exoskeletons almost as tough as dragon scales. There are six known types, in order of size and power these are white, black, green, blue, red, and gold. They possess weak breath weapons that do damage corresponding to their dragon variety: cold for a white dragonfly, fire and poison for a gold dragonfly, et cetera.
 Blue mystaran dragonflies are creatures of open plains, flying over grasslands, deserts and savannahs in a near-constant search for prey. They lay their eggs in desert oases, prairie ponds or sluggish meandering rivers. Blue dragonflies are notorious for starting bushfires with their lightning breath, either accidentally or to drive out prey.

Actions

Multiattack. The mystaran dragonfly makes two attacks: one with its bite and one with its breath weapon. If the dragonfly uses both attacks against the same target, the target has disadvantage on its saving throw against the breath weapon.

Bite. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) slashing damage.

Breath Weapon. The mystaran dragonfly breathes at a target within 5 feet. The target must make a DC 13 Constitution saving throw, with disadvantage if the dragonfly used Multiattack to attack the target with its bite. The target takes 7 (2d6) poison damage on a failed save, or half as much damage on a successful one.

Bonus Actions

Darting Flight. The mystaran dragonfly can disengage or dash as a bonus action when flying. It cannot use Darting Flight if it used Dodging Flight after the start of its previous turn.

Reactions

Dodging Flight. If a creature of at least Small size attempts a melee attack against a mystaran dragonfly, or the dragonfly is targeted by a ranged weapon of similar size such as a giant-hurled boulder, the dragonfly can try to dodge out of the way as a reaction. The mystaran dragonfly makes a Dexterity saving throw with advantage (it loses this advantage when mounted or grappling an opponent). If the saving throw beats the attack roll or DC of the attack the mystaran dragonfly takes no damage and flies up to 30 feet.
 If a mystaran dragonfly is carrying or grappling a creature that is too heavy for the dragonfly to fly with, it must release the creature to use Dodging Flight. If the dragonfly is grappling a creature light enough to carry through the air, the grappled creature can make an escape check as a free action. If it fails, the dragonfly may fly away with its victim.

A mystaran dragonfly closely resembles a regular dragonfly about 3 to 4 feet long. Its head has subtle draconic features as well as a huge pair of globular multifaceted eyes. Mystaran dragonflies are swift and agile flyers with chitinous exoskeletons almost as tough as dragon scales. There are six known types, in order of size and power these are white, black, green, blue, red, and gold. They possess weak breath weapons that do damage corresponding to their dragon variety: cold for a white dragonfly, fire and poison for a gold dragonfly, et cetera.
 Green mystaran dragonflies like any rainforest that isn't cold, so are usually encountered in temperate woods and tropical jungles. They typically breed in rivers or streams, but sometimes compete with black dragonflies for jungle swamps. Green dragonflies are highly tolerant of salt and can even drink seawater.

 Red mystaran dragonflies are the largest of mystaran dragonflies, sometimes approaching 5 feet in length. They claim hilly areas and highland moors as their territories, plus tablelands such as mesas. Red dragonflies have ravenous appetites and often migrate to new territories to hunt for prey. This vicious dragonfly variety is the most likely to attack other mystaran dragonflies, reds sometimes even devour other red dragonflies.
