Tyr is believed to have been way more important in general Germanic myth and religion than the Icelandic myths would lead one to believe (based on Greco-Roman reports of Germanic myth and cultic practice, and the history of personal and locational theonyms). That's probably who you are thinking of. In fact, a lot of scholars think that by the time the Icelandic stories (the only real textual evidence that we have) were written down, that Odin had absorbed a lot of stories originally about Tyr (Valhalla and such).
Yeah. Order of the days is also a tell. Tyr's-day comes before Woden's-day. Between when the days of the week were being set and the Icelandic sagas, Odin lead Tyr down an alley and took most of his stuff.

Well, that has less to do with precedence, and more to do with which Greco-Roman God The Romans thought that a Germanic God corresponded with (since obviously there can only be one set of gods in the world). The Sun and Moon were pretty easy calls, but they thought Mars corresponded with Tyr and Mercury with Odin, while Thor was correlated with Jupiter (because thunder and lightning) and Freya with Venus. I've always been fascinated that they couldn't see a Saturn parallel.
