A lone [W] for damage

If a power has just 1[W] listed for damage (like rain of steel), do you still add enhancement and feat bonuses to damage? (like weapon specialization)

I'm assuming yes, since all other powers are listed like this:
1[W] + Strength modifier

But, you still add in Feat bonuses, Enhancement bonuses, and the like...

If I understand the question (and the rules!) correctly, then you have it correct -- you add in everything you normally would except the stat modifier.

If the power has the Weapon keyword, you can apply any attack or damage modifiers granted by feats/enhancement/abilities for said weapon when using that attack. But, yes, only add in the ability score modifier if it specifically says so.

Reference: PHB bottom of page 55 (where it talks about Implements and Weapon Keywords in general before getting in the specifics of each)
