A question on blindsight

Hello I have a question on blindsight

I DM a group of epic level characters in 3.0 rules and I would like to know just how blindsight works the spell and the dragon abbi.

In 3.0 it's just like black-and-white "sight", but not dependend on having functioning eyes. (see 3.0 DMG p.73)
