A really **different** kind of vampire

To represent this undead creature's blinding speed you could use a persistant 3.5 haste effect as a supernatural or extroadinary ability.

Unfathomable Celerity (Su): The creature forgoes its ordinary two actions for the next 3+1/2 level+Cha rounds. Instead, it gets one action (either standard or move) for every action an opponent takes.

Pelor's panties, I'm yoinking that! I think I'll change it to a maximum number of opponents per round equal to 3 + Charisma modifier, though, and have the actions take place immediately before the character triggering them.

It'll be great for a distinctive "racial" trait of Far Realms natives. Flavor-wise, they exist simultaneously on a plane that has literally no time, so they can intercede on the normal planes at any time. But these creatures aren't noted for having remotely fathomable motivations or thought processes, so it simply acts through time whenever you do, matching your actions with its own. Yummy.

How exactly does he do the Con drain thing? Cause I was thinking maybe he could do some kind of meditation thing (full-round action) that absorbed the life force of those around him (all within 30', Fort save to avoid Con dmg 2), gaining 1d8 temporary hp for each person drained. It's a pretty nice ability and would go a long way towards defining it as a vampire, IMO. Con damage's one that scales pretty well to different levels for recurring villainy.
That's a pretty good idea; I had in mind something like... did you ever play Mortal Kombat II back in the day? There was a fatality that one of the guys who's name I forget (EDIT: just looked it up on GameFAQs; it was Shang Tsung, and the fatality in question was the Soul Stealer) could do... where'd he'd pick you up by your lapels essentially, hold you at arm's length, and then draw this greenish glow out of your body with his other hand, while your body shrunk into this dessicated mummy-like corpse. I guess I had something like that in mind; he has to make a touch attack, or maybe even a successful grapple, and then he just starts Con draining you; 1d4 points per round, or something like that. Of course, that becomes a less effective method unless I use some really nasty tactics, (which I'm not above doing) because everybody else in the group just hacks the guy to bits while he's grappled, and only the guy who gets Con drained has any scars to show for it.

I actually think I like your idea better, though. I'll have to give this some more thought...

Could make those fully drained come back as some feral, flesh-eating creatures (ghoul?)
I had thought something like that, yeah. This is a pretty ghoul-like interpretation of vampirism to begin with, so it only makes sense.
