That's not a function of free actions, tho. Free actions that don't interrupt either don't have an effect that interrupts (and thus it's meaningless to) or have a restriction on when you can use it. Free Actions, in and of themselves, can be used -during- other actions, and unless the action says otherwise, you can use them then. Look at magic item powers as a prime example.
