Action Points: UA vs. Eberron?

I'm considering changing how they are gained and lost, or removing them altogether

One nice touch in Grim Tales is the control the DM has in awarding AP's. The first decision is when AP's refresh, which depends on the deadliness of the campaign. AP's might refresh whenever the PC's gain a level, at the start of each chapter or scenario within the campaign, or possibly never.

And to take it a step further, a DM can award an AP to a player if something bad happens to him. For example, on a roll of 1, the DM can choose to do nothing at all or cause a fumble to occur. In that case, something bad happens to the player but they'll gain an AP in return. This also happens if an enemy scores a critical against a character. Since the baddies don't have AP's, this levels the playing field.

It's a very dynamic and comprehensive mechanic but extremely simple and keeps the action flowing in-game.
