Adamantine and ingoring "hardness less than 20"

Okay, we all know that adamantine ignores hardness less than 20.

Does that mean:

A. If the hardness is 20, than then adamantine must get though all 20 points to do any damage. (It can only ignore hardness if it is less than 20)
B. If the hardness is 20, than then adamantine must get though all of 1 point to do any damage. (It can ignore 19 points of hardness)
C. How the heck should I know?

Adamantite Ignores hardness less than 20 so that means that anything with a hardness: 19 or lower would be ignored.

That means that adamantite weapons cannot cut through eachother like butter.

Although it can seem illogical, its the way the rules are written, and makes a bit more sense balance-wise (as EPRock said, adamantium weapons can't cut through each other like butter).
