Remember that a scorching ray, at CL 7 and above, creates multiple rays, each one of which requires a separate attack roll, and each one of which is subject to any fire resistance of the target. So a maximised scorching ray at CL 11+ consists of three rays each doing 24 points of damage.

As a house rule, I always give snake-like creatures, such as nagas, the movement and skill benefits of snakes. Nagas have climb and swim speeds equal to their (conventional) speed, and:

I believe there's a feat in Sandstorm that allows your Fire spell to overcome someone's energy resistance or even immunity. There's a similar one in Frostburn for Cold spells. You could use that instead of maximize and equip the naga with a maximize metamagic rod.
