magic and non magic shouldn't matter except for fluff... if a sword that is a finesse longsword is ok then it's ok... now if you think that it's ok because it's rare... then all it takes is make katannas rare...

This completely misses the "specific beats general" principle (PHB p. 7), and it does so selectively. Of course it matters whether or not we are talking about a specific magic weapon or a general type of weapon, available to all.

why? I don't understand this at all. If Item A can be given as treasure and be a d8 versatile sword that you can fight with dex and use sneak attack with, then it must be balanced to do so... heck it is only 1 part of the sun blade

its balanced in so far as you are giving a "rare" weapon to a level one character ... so if he starts with a practice sword (quarter staff fluff change) and then "earns" his katana (rare weapon) during the course of the game as a reward.

then sure imo

but, I still like the quarterstaff fluff change

To be fair, it's a finesse +2 weapon torch combo. Remove the equally rare +2 weapon aspect and you're left with a finesse longsword torch combo.
