Indeed, thats why people who like blindly following orders like Thrawn. They value conformity ahead of liberty.

Interestingly, (from what I remember from the books, especially) Thrawn is fine with people taking the initiative and not following orders, IF it leads to a good result for him. If it leads to a bad result, the consequences are DIRE.

I hardly see it being something he'd like to encourage. His plans are frequently opaque and seemingly sub-optimal even to those under his command, so he's reliant upon those people not second-guessing him.

Sort of. His plans often rely on what he knows/expects people to do vs. What he tells them to do.

And it's not a question of encouraging. It's just that he doesn't punish good results. The reason people don't disobey him (generally) is 1) they know he's not only in charge but MUCH smarter than they are and 2) the consequences for disobedience and a not good result are, again, DIRE.
 

As for those wondering if the senator is imperial or just incompetent, they made it seem like he was a suspicious character during that exchange. Further, they've been pushing the "imperials infiltrating at all levels" for a long time and in multiple series. I think he's imperial.
Senator Xiono is the father of the protagonist of Star Wars: Resistance, Kazuda. At the time of that show, the First Order is on the rise, and the Senator does not seem to be allied with them. Rather, he seems cowardly, self-serving, and/or in denial. Their home world of Hosnian Prime is destroyed in Star Wars: The Force Awakens.

Kinda expecting thrawn to be in transit outsmarting Ahsoka, Baylan not sure about.
