Alignment discretion WTF?

So accordin to the PHB you can only choose evil if your DM allows it while

in older versions the discrerion was to the player this hampers what

characters want to do a lot of people like to play evil because it's a guilt

pleasure. what am I suppose to tell players?

It has always been the DM's decision, since the DM is the final arbiter of what is allowed within his campaign. Every previous edition has strongly discouraged evil characters in a similar fashion.

If you're the DM, tell them you're OK with Evil characters.

As in 1st, 2nd, 3.0 and 3.5 editions:
Tell them whatever you want. You are the DM.
 

Nothing and it was okay before were mostly still playing 3E and they've

choose to play mostly neutral or evil characters most of the time we

have three dm's and four different campaigns I dm one and play in two I

am the only one who plays the ocassional good character

Apparently you are the DM. Therefore, you tell the players, "You can play evil characters."

Your premise is incorrect.

3.5 PHB, p. 104: "The first six alignments, lawful good through chaotic neutral, are the standard alignments for player characters. The three evil alignments are for monsters and villains."

So no, that's not a change with 4E. Even 3E required you to get DM permission to play an evil character.
