On the evil thing nowhere does it state evil is not allowed just you should expect the DM to not allow it, so ask first.
 

3e did at least provide rules for playing evil Clerics, though. Such rules are nowhere to be found in 4e, that I've seen.

Outside of a handful of Channel Divinity feats (which are entirely optional), there are no rules for what deity a cleric worships in 4e. It isn't like you're missing domains or something.

And yeah, evil PC's have always been discouraged. And that's also always been easily ignorable for groups (note that I say GROUPS) that want to ignore that. Wanting to play an evil character in a good group - or vice versa - is asking for trouble in any edition.
 

DMs have been imposing alignment restrictions since the dawn of D&D. This strikes me as a stunning non-issue. I can't remember the last time I was in a campaign where the DM didn't issue some guidelines on alignment, race, class, culture, etc. "Just make up anything that's possible under the rules" tends to lead to a bizaare and broken campaign. YMMV, of course.
