It also becomes another incentive for the characters to keep adventuring as much as possible.
Encounter powers could also be recharged in the middle of the combat by spending an action point.

I think that phrase 'it's not fun' has already been way overused.

Is defeat ever fun? If you don't think so, why bother playing a game that allows the possibility of failure at all?
 

I noticed that in the new stat cards for Desert of Desolation, there are minis which have a RECHARGE options in their powers. It will be interesting to see if in the new 4E DMG there will be an optional rule for recharging spent powers.

So far, I've only seen NPC's with recharge powers. That doesn't mean that we won't see some PC's with recharge powers, or even that I've missed a few, but it looks to me like 'recharging' is something normally associated with NPC exclusive abilities.

True. As an *only for crits* ability. Sounds logical. I was optimistic, I guess.

Side note: IMO i think its better to have the power deal half damage rather than being reliable. That way, you don't waste your turn on a miss.

This is how I see it. Both reliable and "unreliable" abilities have thier own advantages.

I personally think that will be too powerful. I intend to use 1 AP to re-roll a miss on a daily power. Not that useful for reliable powers but does give you another bite of the cherry if you miss. Also stops having 2 dailies going off in one day.

Actually, I'm pretty sure that PCs will have some abilities that recharge on some triggers, like downing an opponent or rolling a crit.

That doesn't mean they couldn't also have some things that use the Recharge 5 6 mechanic, but I suspect those will be relatively rare, if they exist at all.
