All Dailies should be *reliable*

Yep. I agree most of this. The fighter's daily is reliable because its somewhat weaker than other dailies- its 'extra effect' *is* that it is reliable. For most daily powers, it isn't something that you want to throw around without thought. It needs to be a risk, and something you spend some time setting up. Not just a cycle of 'I blast them again'

Works fine as worded.
A wizards fireball still 'goes off' on a failed roll. The fighter might simply fail to exert themselves as required.

One thing, what exactly does this 'recharge...followed by a number mean? Des anyone get, for eg, recharge 4,5,6???

It just means that the ability recharges on a roll of "x" on a d6.

As for dailies being reliable? People have already said it; most wizards dailies have the benefit of extra abilities that land even on a miss, that we've seen.

I also want to add that the defender is pretty much the only character that's intended to be in there mixing it up with enemies all the time. To counter the disadvantage of always being the target, they need abilities that allow them to deal with that. If your controller is hanging out at the back, he's less likely to be a target and consequently won't be quite so likely to need his dailies.

It's something used mostly by monsters and in the minis game. It means at the start of the round you roll a d6, and if you roll high enough, the ability (for example, a dragon's breath weapon) recharges.

What's the big deal? In 3E, or any earlier edition of D&D, a spellcaster might have some super-awesome "daily" spell. If the monster gets lucky and makes their saving throw against Finger of Death or whatever, your awesome "daily" power is wasted.

That's just life... call me a masochist, but it never bothered me in the slightest. ~_~ And anyway I'm sure that WotC is aware of this and is making most of the Daily powers Reliable... but as someone who pretty much has always played nothing but spellcasters, I'll *gladly* accept an awesomer non-Reliable Daily power in place of a slightly less awesome Reliable Daily power.

I understood it that "Reliable" is something reserved for the Fighter. At least for now (Core Rulebooks I)

I figured it worked something like that, but wasn;t sure which die or when/how often you got to roll.

So this is obviously a sperate roll at the beginning of a creature's turn.
