That seems pretty poor - why not just replace it with something like immediate interrupt when someone shifts, make a basic attack?

I'd really like to keep shift as the 'safe 5ft step' equivalent for everyone - not lock it down more! Soldiers have caused enough trouble already just because of their high defences in my games!

What might work for the soldiers would be to let them stop someone moving if they hit on an OA. Or if I decided to try out your most recent suggestion then soldiers as well as fighters could get the "make an OA against an adjacent enemy that makes an attack that does not include the soldier" thing, although that might make them too tough.
 

Yeah, I can see wanting to keep shift safe - just thinking that monsters that mark, while totally annoying, should get something in exchange. Making it be tied to OAs might be easier, though... even if just 'and +(1,2,3)d6 damage with OAs', that would reinforce their role somewhat.
