Art is not just a product, it's also a process within a historical context. We appreciate the Impressionists not just because of their pretty paintings but because they were rejecting the art movements that came before and experimenting with new styles. You can have an AI replicate whatever art style but it can never replicate the human endeavor that went into it.

EDIT: To add, this is why a realistic sculpture of a tree is art but a tree is not. Or why a urinal is not art but one signed by an artist and displayed in a museum is.
The real value you should evaluate is entertainment value

As for cultural significance, that comes from being a cultural touchstone. Artistic value is tangential. Reality TV and pop music are culturally significant
By that metric it can have artistic value becuase it's a human operating the AI. As long as they have something clever or meaningful to say with it, it can be meaningful in the same way the toilet is.
For example, I'd argue that the way the Twitch streamer and youtuber wayneradiotv uses it has artistic value because he uses it cleverly. Maybe not a huge amount of artistic value, but at least as much as standard youtube fare

At least they were real humans, and had real people singing what they were lip syncing to, and not some AI or Bot trash.
Milli Vanilli lied about what they were for years and from the start. Based on the article it seems that these guys didn't. At most they seem to have tacitly allowed an unaffiliated third party to lie about them for a couple of days after they were already established.
