Could be saving it for a Modron March story. Regardless, makes me more sad Tome of Foes was such an unfocused mess. It would have been an interesting inclusion to cap off a modron chapter.
It was so-so. The monsters are good, but the rest was mixed. It reads like they were planning a planar monster book akin to Volo's Guide to Monsters and halfway through the design someone panicked that planar threats were too niche and they fumbled a new concept together from other gaps.I skipped Tome of Foes but I probably would have bought a manual about creatures from the various planes. I know there was some of that in there but not enough to be interesting to me.

A book of lore on PC races was needed. But that’s not the content one expect in a book called “Tome of Foes”.To me, it seems they felt it was weird to have more role-playing information for Orcs and Kobolds than for Elves & Dwarves after Volo's, and decided to fix that with the PC race information (also a good place for subraces & such). Really, it's more Volo's with some chapters acting as "The Complete Book of Elces/Dwarves/Gnomes & Halfli s/Gith." And the fluff is a lot of fun, so it works, for those who are into it.

And races like half-orc, dragonborn, tieflings, and half-elves are still untouched. And combining gnomes and halflings in a new chapter really left those largely unexplored.
