D&D 5E Are Kender considered Halflings for Racial Feats?

I am putting together my ideas for a Dragonlance character and I want to play a Kender with the Halfling 2nd chance feat. My DM is a stickler for RAW.

To answer my original question definitively - I just got my copy of SODQ and there is nothing about being eligible for Halfling feats.

They are not Gnomes and nothing in their traits suggests they should be treated as such. They were transformed from gnomes into kender but that doesn't make them still count as gnomes.

You do you, houserule whatever you like. But the OP said their DM likes to stick to RAW and by RAW kender are not Gnomes.
